The month of Rajab is considered as a prelude to the month of Ramadan, which follows after the intervening month of Sha'ban.
When Prophet Muhammad (PBUH) sighted the moon of Rajab, he used to pray to Allah in the following words: "O Allah, make the months of Rajab and Sha'ban blessed for us, and let us reach the month of Ramadan (i.e. prolong our life up to Ramadan, so that we may benefit from its merits and blessings)."
Rajab is the 7th month of the Islamic calendar. The lexical definition of Rajaba is "to respect", of which Rajab is a derivative. It's regarded as one of the four sacred months in Islam in which battles are prohibited.
The Islamic calendar is a lunar calendar, and months begin when the first crescent of a new moon is sighted. Since the lunar year is 11 to 12 days shorter than the solar year, Rajab migrates throughout the seasons.
On the day of observation aka Yawm Ar-ro'ya which will take place on Saturday April 18, 2015 which marks the 29th day of Jumada Al-Thani month, the newborn crescent of the new lunar month (Rajab) will be invisible from nearly every place on Earth.
This negative observation allows the month of Jumada Al-Thani to continue Sunday April 19, 2015 as its 30th and last day. And it automatically means that the sacred month of Rajab of the year 1436 will start on Monday April 20, 2015.

Moon Observation on Monday April 20:
On April 20, 2015 (Monday), the moon can be seen easily in the whole world.
